Financing Household WEEE
There are two approaches to financing the management of household WEEE: by incorporating the cost in the price (the environmental levy is included in the price of the product) or by applying the Visible Fee (in other words the levy is itemized separately in the invoice, making it explicit to customers at the time of purchase).
ReMedia is in favour of both financing schemes allowed in Legislative Decree 151. ReMedia members may choose either method depending on the products sold. One particular method of incorporating the cost is the ReMedia Easy financing scheme, which is open to Members whose sales of electrical and electronic equipment do not exceed an aggregate weight of 250 tonnes.
The visible WEEE Visiblke Fee is obligatory for member firms dealing in the following equipment:
· conditioning units
· household appliances
· televisions and audio video devices
· sources of illumination
Financing non-household WEEE
Firms that look to ReMedia for the management of non-household WEEE have two options:
a) collective management, as a consortium member
The management of non-household WEEE is financed through an annual fee that covers the service overheads incurred by the consortium in the non-household area, regardless of how much WEEE the member asks ReMedia to manage.
In addition there are treatment fees levied solely on the requests for collection made by each member. The fees are set by a price list based on standard service options or are agreed in accordance with the type of products to be collected and the services requested. Each member pays the treatment fees for the services performed in collecting its non-household WEEE. If, therefore, no request for collection is made no additional costs will be chargeable.
The terms of supply that are exclusive to consortium members will be described and governed in a two-part document, the first part being general (applying to all consortium members) and the second specific to the services and the prices applicable to the individual member.
b) Individually based management, as a service contract
This option allows firms, including non-members of ReMedia, to comply with Legislative Decree 151/05 individually by acquiring non-household WEEE-management services from ReMedia. Under this arrangement ReMedia acts as a supplier. Firms, on their side, do not entrust the task of non-household WEEE management to the consortium they have joined. Instead, they accept responsibility in their own right by entrusting WEEE collection and treatment operations to a supplier (even if, for practical purposes, it is ReMedia which acts as the supplier).
Firms choosing this option act as a “Waste intermediary that does not hold waste”. They organize, directly, collection and treatment and must comply with the legal duties applying to these operations. When they are entered in the EEE Producers’ Register they state the tax code of the contractor or contractors that manage their waste under Legislative Decree 151/05.
How the non-household WEEE services are to be run is agreed by the Parties and set down in a contract.
