Legislative Decree 151 of 2005 requires local authorities to ensure that the waste collection arrangement for pre-sorted household WEEE – arrangements brought in under the regulations on the pre-sorted collection of urban waste – are operative, accessible, and appropriate so that end users and distributors can, free of charge, deposit locally produced waste at collection sites,.

Accordingly, the Decree introduces an overall change to the management model.  Local municipal authorities now organise and manage the "primary" collection of technological waste, while producers' collective systems collect the WEEE from waste collection sites and accept responsibility for its treatment and recovery.

The programme agreement signed by ANCI [the National Association of Italian Local Municipal Authorities] and the WEEE Coordination Centre on 12 July 2008 defines, among other things, the  service conditions under which the collective systems collect WEEE from the collection sites managed by the municipal authorities or by whoever they appoint.
