Local authorities and producers' collective systems have been asked to co-operate effectively to guarantee a good service to the public and to reduce the overall costs of collection and treatment while having regard to the environment and human health.
The responsibility of producers and collective systems begins with the collection of WEEE from the municipal authority collection sites. However, it is essential that these centres be organised efficiently, as in the guidelines defined jointly by the WEEE Coordination Centre and ANCI in the programme agreement of July 2008.
This agreement between ANCI and the Coordination Centre defines the operating procedures, the levels of service provided by the collective systems and the collection sites, the operating conditions, and the penalties for service deficiencies.
"Effectiveness Awards" are also provided for those local authorities that run collection sites with population catchment areas in excess of specific minimum thresholds and that ensure collection of appropriate quantities of electronic waste per individual request.
